DJVU to PDF addresses a format that most people encounter exactly once in their life, usually while trying to open a scanned book from a university library or a technical archive site like archive.org. DjVu (the name is a play on "déjà vu") was developed at AT&T Labs in the mid-1990s by researchers Yann LeCun, Léon Bottou, and others, specifically to solve a problem PDF handled poorly at the time: storing scanned pages of text and images at high resolution without the file ballooning to tens of megabytes per page. DjVu's answer was to split each scanned page into separate layers — a high-resolution black-and-white mask for text edges, a lower-resolution background layer for photos and color, and a foreground color layer — and compress each with a wavelet-based codec (IW44, based on the same mathematical family as JPEG 2000) tuned for exactly that kind of content. The result was scanned pages at 5 to 10 times smaller than an equivalent PDF of the same visual quality, which is precisely why DjVu became the format of choice for large-scale scanning projects in the 2000s: Project Gutenberg, several university digital libraries, and huge swaths of academic and technical document archives that predate ubiquitous broadband still hold their scans in DjVu.
The catch, two decades later, is that DjVu never achieved anywhere near PDF's ubiquity outside of those archival niches. No browser ships a native DjVu decoder, mobile operating systems don't recognize the file type, and most modern PDF-centric workflows — annotation apps, cloud document viewers, print services — have no idea what to do with a .djvu file. PDF, by contrast, is an open ISO standard (ISO 32000) that improved its own compression significantly over the years and is supported natively by literally every device manufactured in the last fifteen years. So the practical need is almost always the same: someone has downloaded a scanned document in DjVu format from an archive and needs it in PDF so they can actually read, print, annotate, or share it normally.
Because DjVu's wavelet compression scheme (IW44) has no maintained, audited JavaScript implementation, this conversion — like AZW/MOBI ebook conversion — cannot run safely inside a browser tab the way this site's other converters do. It requires a dedicated desktop decoder. WinDjView and DjView are the two long-standing, free, open-source viewers built specifically to read the DjVu layer structure and rasterize each page back into a flat image for export; Calibre, better known for ebooks, also bundles DjVu support because so many scanned technical books circulate in that format. All three tools rasterize each DjVu page — recombining its text mask, background, and foreground layers into one flattened image — at a DPI you choose, then assemble those rasterized pages into a standard multi-page PDF.
One detail worth knowing before you convert: if the original DjVu file has an embedded OCR text layer (many scanning projects run OCR and store the recognized text alongside the page images specifically so the DjVu file is searchable), a good converter will carry that hidden text layer over into the resulting PDF, so you don't lose searchability in the process. If the DjVu was scanned without OCR, the output PDF will be image-only, exactly as the source was — conversion doesn't add information that wasn't there to begin with, it just repackages the format.
