Every number base is just a different way of counting using positional notation. Decimal, the system most people learn in school, uses ten digits (0-9) and each position represents a power of ten. Binary uses only two digits and each position represents a power of two — this maps directly onto how a transistor or a memory cell behaves, since it can only be in one of two physical states. That's the entire reason computers are built around binary at the hardware level: it's not a stylistic choice, it's the only practical way to represent state reliably in silicon.
Hexadecimal exists as a human-friendly shorthand for binary. Because 16 is a power of 2 (2^4), a single hex digit maps cleanly onto exactly four binary digits (a nibble), and two hex digits map onto a full byte. That's why you'll see hex everywhere binary data needs to be written down compactly: memory addresses, MAC addresses, color codes in CSS and design tools (#FF5733), SHA/MD5 hash digests, and byte-level dumps in debuggers. Octal maps similarly but onto groups of three bits, which is why it shows up specifically in Unix/Linux file permission notation (chmod 755) — a holdover from an era when octal was a common shorthand on systems with 6-bit or 9-bit words.

If a character outside the valid range is found, the tool reports exactly which base the input failed to parse as, rather than silently truncating or guessing.
